What Is Net Zero? The Primary Goal of COP Summits

Net zero has become one of the most frequently discussed concepts in the global climate agenda in recent years. This is because the conversation is no longer limited to rising temperatures. Energy systems, industrial production, financial flows, urban planning, supply chains, and tourism destinations are all being reconsidered as integral parts of the same transformation.

In its simplest form, net zero refers to balancing greenhouse gas emissions generated by human activities with the amount of greenhouse gases removed from the atmosphere. This definition is significant because net zero is not merely a distant ambition—it requires a discipline of measurement, emissions reduction, investment, and implementation that begins today.


COP31, to be held in Antalya from 9–20 November 2026, will mark a critical milestone in this regard. For Türkiye, the greatest opportunity lies here: demonstrating a pathway toward net zero through measurable, financeable, and scalable solutions.


What makes net zero powerful is not only its long-term vision, but also the determination to begin the transformation today.

What Is Net Zero?

Net zero refers to balancing greenhouse gas emissions released into the atmosphere through human activities with the amount of greenhouse gases removed from the atmosphere. The fundamental objective is to gradually bring the human impact on the climate system to a near-zero equilibrium.


This concept is often misunderstood as meaning "producing no emissions at all." In reality, the priority of a net zero approach is to reduce emissions as much as possible. Energy efficiency is improved, dependence on fossil fuels is reduced, the share of renewable energy increases, and production and transportation systems become lower in carbon intensity. Only after these measures are implemented do carbon removal methods come into play to address the remaining emissions that are difficult to eliminate.


These removal methods may involve nature-based solutions or technological applications. Protecting forests, enhancing soil carbon sequestration, and deploying carbon capture and storage technologies are among the most common examples. However, within a credible net zero strategy, carbon removal must never replace emissions reduction. The primary objective is always to reduce emissions at their source.

For this reason, net zero should not be viewed solely as an end goal. It should be understood as a long-term transformation framework that reshapes the energy systems, production models, financing structures, and consumption patterns of countries, industries, and organizations. A robust net zero strategy first measures emissions, then establishes a clear emissions reduction pathway, and finally balances the limited remaining emissions through transparent and credible removal methods.

Why Is Net Zero One of the Primary Goals of COP Summits?

COP summits are the world's most important platform for discussing shared climate goals, financing needs, and implementation frameworks among nations. With the Paris Agreement, limiting global warming to well below 2°C, while pursuing efforts to keep it to 1.5°C, became the central objective of international climate action. Net zero targets are directly linked to achieving this temperature goal.

Limiting global warming requires global greenhouse gas emissions to reach balance at a certain point. This balance cannot be achieved simply by countries announcing long-term ambitions. It requires transforming energy systems, decarbonizing industry, electrifying transportation, making cities more resilient, and ensuring that financial systems support this transition.


This is why net zero is no longer discussed at COP summits merely as a future aspiration. It shapes countries' short-term emissions reduction plans, Nationally Determined Contributions (NDCs), energy investments, climate finance strategies, and private sector responsibilities.


Today, the key question throughout the COP process has become increasingly clear: The targets have been announced—but how will implementation accelerate? Where will climate finance flow? How will companies, cities, and industries contribute to achieving these goals?


This is why net zero has become one of the central objectives of COP summits. It transforms climate action from an abstract commitment into a practical agenda encompassing energy, the economy, investment, and local implementation.

How Is Net Zero Achieved?

The first step on the journey toward net zero is measurement. A country, city, or company cannot develop a credible transition plan without understanding where its emissions originate and how much each activity contributes. This is where Scope 1, Scope 2, and Scope 3 emissions become essential. Separately assessing direct operations, purchased energy, and value chain emissions enables organizations to identify the most effective reduction opportunities.


The second step is genuine emissions reduction. Energy efficiency, renewable energy adoption, electrification, low-carbon manufacturing, clean transportation, the circular economy, and supply chain transformation are among the key instruments supporting this process. The credibility of a net zero target depends on how clearly these actions are supported by measurable timelines.


The third step involves credible carbon removal solutions for emissions that are extremely difficult to eliminate. Carbon capture and storage technologies, nature-based solutions, forests, and soil carbon sinks all fall within this category. However, an important distinction must be maintained. Carbon removal should never become an easy substitute for emissions reduction. A strong net zero strategy prioritizes reducing emissions at their source, while only the limited remaining emissions are balanced through transparent and verifiable removal methods.

For this reason, net zero cannot be achieved through a single action. It is a long-term transformation discipline requiring measurement, technology, investment, financing, and collaboration.

What Does Net Zero Mean for Companies?

For companies, net zero is far more than simply announcing a sustainability commitment. It requires rethinking manufacturing processes, energy procurement, purchasing policies, logistics networks, product design, and investment strategies within a unified framework.


A credible net zero strategy must answer three fundamental questions: How many emissions does the company currently generate? According to what timeline will these emissions be reduced? Which investments will be implemented to achieve those reductions?

Without clear answers to these questions, net zero cannot become a meaningful corporate commitment. Climate targets are no longer evaluated solely through communication strategies. Investors, customers, suppliers, and financial institutions increasingly expect concrete data. This makes emissions inventories, interim targets, investment plans, and regular reporting more important than ever.


For companies, net zero also creates significant efficiency opportunities. Reducing energy consumption lowers operating costs. Renewable energy provides greater long-term predictability. Transforming supply chains reduces business risks. Designing lower-carbon products facilitates access to emerging markets.


Therefore, for businesses, net zero is not simply an environmental responsibility. It is also a matter of competitiveness, access to finance, and long-term resilience.

Net Zero and Climate Finance: How Do Targets Scale into Action?

Achieving net zero requires substantial investment. Expanding renewable energy capacity, strengthening electricity grids, improving energy efficiency, deploying energy storage solutions, accelerating electrification, and transforming industrial systems all require significant financial resources.


For this reason, net zero cannot be viewed solely as a technical climate objective. It is equally an investment agenda. To translate climate targets into real-world outcomes, capital must be directed toward the right projects. Without adequate financing, the transition slows down. Projects remain at the pilot stage, and successful solutions cannot be scaled.


This is precisely why climate finance has become increasingly central to COP negotiations. Developing countries require considerable resources to gain access to technology, invest in infrastructure, and strengthen climate adaptation capacity. Ensuring that net zero targets are both equitable and achievable depends heavily on closing this financing gap.

Measurement once again becomes the defining factor. Financial institutions and investors seek reliable evidence of how much emissions a project reduces, what risks it mitigates, and what impact it generates. Credible data accelerates investment. COP31 Antalya Context: Why Is Net Zero Critical for Türkiye?

COP31 Antalya should be viewed as an opportunity for Türkiye to demonstrate its net zero journey and implementation capacity to the world. The global climate agenda is no longer asking, "What targets have been announced?" Instead, it increasingly asks, "What systems are being established to achieve them?"


Türkiye occupies an important position within this discussion. Energy demand continues to grow. Industrial production remains strong. Urbanization is ongoing. Tourism, transportation, agriculture, and infrastructure are all experiencing the increasing impacts of climate change. Consequently, net zero cannot be regarded solely as an environmental policy. It must also be considered in relation to energy security, industrial competitiveness, access to finance, urban resilience, and regional development.

Hosting COP31 in Antalya makes this perspective even more meaningful. Antalya represents the intersection of tourism, high energy consumption, water stress, transportation intensity, and growing climate risks. Türkiye's strongest message at COP31 will come from demonstrating that the systems required to scale net zero implementation are already being established. When emissions measurement, climate finance, private sector capacity, urban initiatives, and replicable models come together within the same framework, net zero evolves from a distant commitment into a tangible roadmap that showcases Türkiye's capacity for transformation.

What Does Net Zero Represent Beyond a Target?

Net zero is a long-term climate framework that aims to reduce greenhouse gas emissions while balancing the limited remaining emissions through credible removal methods.
